How to build a defensible estimate

  1. Define the workload. Record the tasks, users, peak concurrency, corpus, languages and expected response time.
  2. Set the boundary. Identify the data classification, network posture, integrations and administrative roles.
  3. Measure representative demand. Test approved samples against candidate models and hardware before sizing.
  4. Review the facility. Confirm power, cooling, space, access and resilience for the proposed configuration.
  5. Price one written scope. Compare quotations that use the same workload, boundary, responsibilities and acceptance criteria.

Questions a procurement team should ask

  • Which costs are one-time, recurring, optional or usage-dependent?
  • Which infrastructure and operating responsibilities remain with the institution?
  • Which integrations and data-preparation activities are included?
  • How will acceptance, performance and Arabic-language behaviour be tested?
  • What happens at renewal, support expiry, model change and equipment end of life?
